install codenav on Windsurf

Requires Python 3.10+ and uvx (install with `pipx install uv`) so the package can be resolved on first run. Windsurf supports HTTP and stdio servers natively. After saving the config, hit Refresh in the Cascade MCP panel. Paste the config below, then follow the reload step to register codenav.
